MISSION & FRAMEWORK

  

Urban Sanctuary of Arkansas is a group of professional women and men building new systems to uplift and affirm Black humanity. We work through five pillars, Housing, Education, Food, Treatment and Employment. This land in Jefferson County is a safe haven for think tanks, corporate retreats and meetings, social events and outdoor recreation.

In the lineage of the Highlander Research and Education Center, which has trained generations of civil rights and labor organizers on its own land since 1932, Urban Sanctuary of Arkansas is building a permanent, physically rooted home for organizing, education and rest in service of Black humanity. Our Community Led Research Group carries this forward through advocacy training, civics training and basic lobbying, equipping residents and partners to shape the policies that shape their lives.

Urban Sanctuary of Arkansas, a 501(c)(3) nonprofit based in Pine Bluff, is developing 20 acres in Watson Chapel into a nature retreat built around four linked destinations, the Water Sanctuary, the Boondocks, Sanctum Row, and the Backwoods Amphitheatre aka Oak Water Commons. Sanctum Row will be a full housing build out for aging advocates in the queer collective.

Each destination reaches a distinct guest and a distinct revenue line, from floating lounge charters and glamping stays to outdoor performance and community programming, all under one land-based mission of uplifting Black humanity. This prospectus sets out that mission and framework, the market context for outdoor hospitality and community tourism, the five destinations as built, and the capital needed to move the property from a developed site to a fully operating, revenue generating enterprise.

Oak Water Commons is intentionally designed to challenge the assumption that meaningful gathering spaces must begin with multi-million-dollar buildings. Instead, it reimagines what a modern destination campus can be by combining thoughtful architecture, modular infrastructure, and the property's greatest asset, its natural landscape. Nestled within a mature forest and centered around a covered amphitheater, Oak Water Commons provides a year-round venue for conferences, performances, weddings, leadership retreats, educational programs, memorial services, and community celebrations. Commercial-grade canopy systems, retractable weather enclosures, and flexible seating configurations allow the venue to transform from an open-air forest theater into a climate-controlled event space, creating an experience that guests are unlikely to find anywhere else.

What makes Oak Water Commons truly distinctive is its ability to deliver premium functionality without the cost of a conventional conference center. Purpose-built support containers provide catering, administrative offices, restrooms, storage, and event operations while blending seamlessly into the wooded campus. This modular approach dramatically reduces upfront capital requirements, allows expansion as demand grows, and enables the retreat to begin generating earned revenue years earlier than a traditional development model. Every event hosted, every retreat conducted, and every guest served strengthens the long-term financial sustainability of the campus while demonstrating responsible stewardship of investor capital.

More than an event venue, Oak Water Commons is the operational heart of Oak Water Retreat and a visible expression of its mission. It creates opportunities for older residents to remain actively engaged by helping manage events, welcome guests, maintain the campus, and mentor visitors. The result is a place where hospitality, purpose, and community intersect. Rather than investing in another building, supporters are helping create a destination, one that is memorable, financially sustainable, environmentally thoughtful, and designed to become a signature gathering place for generations to come.
